Welcome To... Rules

All players share the same blank sheet. Numbers must be strictly ascending along each street. Actions score pools, parks, real estate, and city plans.

• Every player starts with the same blank sheet (10 / 11 / 12 houses across three streets).
• Three city plan goals are randomly drawn.
• The number deck is shuffled and split into 3 piles.

1. Three number+action pairs are revealed.
2. Pick one pair and write the number into any house slot in any street.
3. The number must be strictly greater than the closest left and less than the closest right number on that street.
4. Apply the action effect (pool / park / bis / surveyor / fence / temp agency / real estate).
5. If you cannot place, take a refusal.

• Pools: cumulative bonus per pool slot built.
• Parks: bonus per filled park slot, increasing with count.
• Real estate: each completed estate scores by size (1→1, 2→3, 3→6, 4→10, 5→15, 6→21).
• Temp agency: cumulative bonus for each temp use.
• City plans: first completer scores N1, later completers N2.
• Refusals: -3 each. Bis houses: -1 each.

The highest total score wins.

Game ends when any player has 3 refusals, completes all city plans, fills every house, or the deck runs out.

• Plan ascending number layouts — leaving gaps for low/high numbers helps.
• Don't overuse bis — the -1 penalty stacks fast.
• Track other players' city plan progress to claim N1 first.
